I like Regan but it does have a different feel and pace to what eventually became The Sweeney and how the Regan character interacted within the series. Regan and Carter's relationship (and eventual friendship) isn't as obvious in Regan and in some respects there is a more tense undercurrent here. Haskins also doesn't have the mutual respect for Regan he has in the series which mellows considerably and is on the point of kicking him off the squad too. Also the scenes and acting styles are a lot more paused and stop start than in an average Sweeney episode and feels more like a bridge between Special Branch surprising as IKM didn't sound very complimentary to it in later years. Overall it's a great pilot of a greater TV series.

The slower pace, and ITC-type theme, were notable.
This was quite typical of TV at the time, though much of the film pointed the way to the action of the main series.

I think the pilot enabled the writers to see what best suited the main actors.
For example, according to Peter Braham Dennis Waterman knew how to throw a nice punch.
As the series developed he had plenty of opportunities to use it. And the 'hooter' in-joke.
Regan is naturally abrasive, but it is logical that once Carter and Haskins see results achieved they mellow.
It was also John Thaw's idea to use Dennis more. As Karl Howman said in his box set interview John was a generous actor 'show the boy, they all know what I look like'.
