I’ve just re watched this on ITV4 and I’ve always rated it as one of the better ones of series 4. I liked the scene where the squad spent hours in the Transit at the lorry park, very claustrophobic, and again, some good location filming, I would guess the spring of 1978 when it was filmed. The only slightly jarring thing about some of the late episodes was the absence of Haskins, the stand in charachter, Braithwaite, I thought was an idiot. A good bit of stunt work where that P6 Rover went through a corrugated iron fence too.
Finally, I thought WPC Julie Kingdom was lovely!

Yes, The Saint is right here. Drag Act was one of seven episodes from Series 4 that went into production between 18th July and the end of October 1977.

A screenshot from the episode suggests Drag Act was either the first or second to be filmed. A poster outside Ronnie Scott's has a July date on it.

...and George's Mom Betty is one of the supporting acts on the Dizzy Gillespie gig Gene. LOL! good spot that Gene. Do you reckon 'Betty Carter' was an actual support act or a bit of a homage to The Sweeney considering they gave Ronnie Scotts some free publicity?
