Hmmm. This will be a tough ask because The Bill covered so much ground. Every conceivable angle was covered here and it certainly went on too long. I do wonder what the new team will be able to do with it if it does come back. The various Sunhill departments were highlighted as the focus of the show over its run so it's going to be really hard to refresh the format.
I was a fan of the show watching it from the long episodes and through the changes to the 30 min format. I eventually stopped watching it in the mid 90s after ITV saturated the schedules with it and it started to fade. I would say the show was great in the late 80s early 90s with strong established characters and good writing. When Burnside moved on it changed the dynamic of it and it declined from there.

It was ok for quite a while, but as Del said, was dragged on much too long and degenerated into an unwatchable mess of a sensationalistic soap opera by the end.

I enjoyed The Bill for a while - then it seemed to centre its stories away from Police life and around the lives of the coppers off duty - and then drag that out so much it became tedious. I think they also made it 2 or 3 nights a week too, which (for me) over did it.
As for bringing it back...
Not sure why they would want to - I think it'd be a case of most of the viewers who watched the original series would tune in for one or two episodes - think it was crap and switch off. Also - I think they'd do away with the self contained storylines - and my worry is that you'd end up with tedious Politically Correct storylines and then endless stories about out of work life of various characters - strung out for months on end.
If they brought it back - I'd hope they would tackle stories of crime which are current today (that may not have been 20 years ago) - such as Cyber Crime, Anti-Social behaviour and all that with all the usual bread & butter stuff.
Also they should get writers on board who have something to say - a point to make. Not the "do as the producers tell you" sheep.
But that's just my thoughts!
If anything - bringing the Bill back would be a bonus for the Actors Union, Equity - as the previous series must have used every single actor on their books twice over at some point in time.
