She was probably a genuine pick up. But the episode does sow a bit of ambiguity about that especially with how Oates and Raynes (Horrace) sort things out.

That was the great thing about the show in Genral .
Regan and Carter didn’t always win and that’s a change from the norm then and now 👍

The villain getting away at the end & the downbeat ending in a number of episodes was probably something they picked up from watching 'The French Connection', the whole film is spent obsessively tracking down the French guy only for him to get away at the end. It's a great ending & much more powerful than if they'd caught him like in a conventional cop film.

I watched this one too. One thing that I have always wondered is were the interior scenes of Kibber’s house filmed next door? We see him enter 17 Stirling Road and turn right into the living room but when we cut inside, he enters from the left. You would also get a better view of the unmarked Police car in Rhodesia Road from the living room window next door.
Never quite sure what Raynes’s role is either, if he one of the guys who threaten Mrs Bradshaw and leave the BMW on her drive?

Agree Steve Austin, it's pretty ambiguous, but I think that's he most logical explanation He's most likely Kibber's Heavy Boy he uses to do his dirty work/keep the troops in line - Oates 'disappearance', blackmailing Mr Bradshaw/holding Mrs Bradshaw hostage etc.
